This session will provide a brief history of the Technology First movement in the state of Ohio, the first Technology First state in the nation. This history will start with an overview of the Home & Community based waiver services that focus on technology as well as our Executive Order declaring Ohio a Technology First state. Then we will move into a discussion regarding Ohio’s Technology First rule.

This rule went into effect on April 21, 2022 and applies to all people in our developmental disabilities service system regardless of age, residence, or enrollment on a Medicaid waiver. This rule was developed at the recommendation of our Technology First Advisory Committee and Technology First Task Force. The key components of our policy will be detailed to the audience. These key components consist of: Definitions – A new definition was created for Technology Solutions Agency Policy – All County Boards of Developmental Disabilities as well as Intermediate Care Facilities must develop a Technology First Policy Planning – Teams should work together to explore and discuss how technology can meet the needs of the people supported in our system as a first option Collaboration – We must partner with other technology first agencies and systems in our state to move technology first forward How this policy was implemented across the state will also be discussed as well as next steps for Technology First in the state of Ohio.
