Course Description
Description
This foundational course focuses on special education as a field and teaching as a profession. The course begins with the history of Special Education and covers legislation and laws supporting the educational rights of individuals with disabilities and their parents and care providers. Information about characteristics and educational needs of students with disabilities are organized around the specialization areas of the California Education Specialist Credential. Fieldwork observation is required.
Course Design: The course will use an interactive, dyadic, and presentation-style format within face-to-face classes and online venues. Participation in ALL components is expected.
There will be 5 ON CAMPUS meetings (see summer schedule). The remaining expectations will be accomplished through online participation.

Student Learning Objectives
Upon completion of the course, the students will be able to:
- Demonstrate knowledge of the historical development of the field of special education including its philosophical basis and current professional status.
- Understand current legislation dealing with special education, including service delivery options and the concept of least restrictive alternatives, the assessment and development of individualized educational programs, and due process for parents and teachers.
- Demonstrate knowledge of characteristics, causes, prevalence of the major categories of exceptionalities and their educational implications.
- Understand the effects of linguistic and cultural diversity on the academic, emotional, and social development of pupils with exceptionalities.
- Demonstrate knowledge of the contributions of parents and caregivers in the education of pupils with exceptionalities.
- Demonstrate knowledge of professions in special education, as well as the structure of the California Education Specialist Credential.
- Demonstrate knowledge of the relationship of special education with other educational programs and allied professions and communicate effectively as a member of a transdisciplinary team.
