OPINION: CSUN's Robert Kriol: Can tolls fix congestion and help the poor?

A growing economy is great. It means more jobs and better pay. But prosperity has one downside: highway congestion. As the number of cars on the road rises, it takes more time to get around town. As travel times become more uncertain, commuters leave for work earlier to ensure an on-time arrival. Whether you’re a CEO or just making ends meet, time is money and traffic congestion is costly.
