Notifications of Immigration Enforcement Activity (SB 98)

CSUN has developed the following immigration enforcement communication protocols in an effort to clearly outline specific notifications the university will send in the event of immigration enforcement activity on or adjacent to campus.

CSUN strives to provide a welcoming and safe environment for all students, faculty and staff, which is why our protocols go beyond the requirements of Senate Bill 98 (SAFE Act), and will include notifications to the campus when immigration enforcement is confirmed on campus as required, unless prohibited by law, as well as when activity is confirmed adjacent to campus. The Department of Police Services will determine if off-campus activity is adjacent to campus by considering the location of the activity, its proximity to campus, and those impacted by the activity.

Scenario 1: Activity on Campus (SB 98 requirement)

The flowchart above outlines how on-campus immigration enforcement activity is reported and communicated in accordance with SB 98 requirements.

  • On-campus immigration enforcement activity is reported to the Department of Police Services (DPS).
  • DPS investigates and confirms the status of the activity.
  • If the activity is in progress:
    • DPS sends text and email notification to campus advising of law enforcement activity, including date, time, and location.
    • Once the activity concludes:
      • DPS will send a follow-up notification confirming the activity is no longer observed.
  • If the activity has concluded:
    • DPS works with Strategic Communication and Brand Management (SCBM) to send a campus email confirming that immigration enforcement activity has taken place, including date, time, and location.
  • If no activity is observed:
    • DPS continues to assess the situation and determine appropriate next steps.
  • In all cases:
    • DPS works with Cabinet and SCBM on additional messaging and actions if necessary.

Scenario 2: Activity Adjacent to Campus (no SB 98 requirement)

The flowchart above outlines how immigration enforcement activity is reported and communicated by the Department of Police Services (DPS).

  • Immigration enforcement activity is reported to the Department of Police Services (DPS).
  • DPS investigates and confirms the status of the activity.
  • If the activity is in progress:
    • DPS sends text and email notification to campus advising of law enforcement activity, including date, time, and location.
    • Once the activity concludes:
      • DPS will send a follow-up email and/or text confirming the activity is no longer observed.
  • If the activity has already concluded:
    • DPS will work with Strategic Communication and Brand Management (SCBM) to send a campus email confirming that immigration enforcement has taken place, including date, time, and location.
  • If no activity is observed:
    • DPS continues to assess the situation and determine appropriate next steps.
  • In all cases:
    • DPS works with Cabinet and SCBM on additional communications and actions if necessary.

    Flowchart ​​Scenario 3: Standard Compliance Visits​

    The flowchart above outlines how standard compliance visits by outside agencies are reported and communicated.

    • All visits to CSUN by outside agencies to determine Standard Compliance visits by the Student and Exchange Visitor program are reported to the Vice President for Student Affairs.
    • All visits to CSUN by outside agencies to audit or inspect employment eligibility records are reported to the Associate Vice President (AVP) for Human Resources.
    • The Vice President for Student Affairs or the AVP for Human Resources will:
      • Convene DPS, Cabinet, and Strategic Communication and Brand Management (SCBM) to review details of the visit.
      • Finalize a templated campus message with information about the visit, as well as available resources and support for students and employees.
    • Once the information has been vetted and approved:
      • SCBM will publish the campus message on the Immigration Enforcement Information & Services Resource Hub.
