The Environmental Legacy of Fran Pavley

Pavley is a dedicated environmentalist who holds a Master’s degree in environmental planning from California State University, Northridge, but her goal wasn’t to make climate change and environmental preservation history. At least, not in the beginning. Instead, she taught middle school for 28 years before entering the political spotlight during the cityhood campaign in Agoura Hills. She ran on the promise of reining in unregulated and irresponsible high-density development and was the top vote-getter, beating out developer-backed candidates to become the newly incorporated town’s first mayor. -- Topanga Messenger
