The real purpose of trickle-down economics was given away by David Stockman, President Ronald Reagan’s budget director (1981-85). He admitted it was camouflage, a Trojan horse, whose real intent was just to give the wealthy more money, rather than boosting the economy. The biggest cut to top marginal individual income tax rates was in 1925, which dropped the top rate sharply from 46 percent to 25 percent. Four years later came the Great Depression.
