This paper analyzes the use of web sites by Nongovernmental Organizations in their challenge to the World Trade Organization which held its 1999 ministerial in Seattle. Findings suggest that web sites were used primarily to create new knowledge structures that give voice to the grassroots, and to a lesser extent to encourage political action and to support a two-way dialogue.
