Confederation - A limited social contract, in which societies agree to conditionally abide by certain shared regulations or laws, provided that the societies continue to go along with the contract. Such a social contract is enforced by coercive diplomacy alone, or outright war, or otherwise it is unenforceable against the members of the confederation.
Disarmament - A term with historically diverse connotations, ranging from that of surrender of weapons under conditions of defeat to the creative disabling of one's own armaments in a state of triumph. Two primary categories of disarmament are noted here: civil disarmament, in which, usually, laws are passed proscribing weapons from civilians, in which case enforcement is made by a standing army or military-type police ensuring pacification of the civilian population, and military disarmament, in which, the military agrees with the civilian government that certain weapons, particularly weapons of mass destruction, especially bombs of various types, are improper, and therefore ends the production and maintenance of such weapons. The two categories of disarmament, civil and military, are quite distinct in their nature and in their effect. Civil disarmament has frequently been a precursor to mass genocides, whereas cases of military disarmaments, the more rare category, have come at the beginning of periods of growth of democratic institutions.
Federation - A binding social contract which connects societies to abide by a shared legal contract, in which the original societies maintain subsidiarity and jurisdiction over their own internal operations, provided those are not in conflict with the established laws of that social contract.
Federation of Earth - A particular Federation which is the outgrowth of long-range planning among numerous societies around the world. The Federation of Earth is in the Provisional World Government stage of implementation, according to its Constitution for the Federation of Earth. It is comprised primarily of international non-governmental organizations, as well as some governmental bodies, with a large number of institutions and individuals who work professionally in the field of government or in education. The population or constituency of the Federation of Earth as of November 1999 is approximately 62 million people worldwide.

GREN - An acronym which stands for Global Ratification and Elections Network, which is a coalition of both non-governmental and governmental agencies worldwide, which are working toward the ratification and adoption of the Constitution for the Federation of Earth, as well as for the implementation of the World Legislative program called for by the Provisional World Parliament, which is an authorized governing body under the Constitution for the Federation of Earth.

International - Between nations. The ordinary connotation of this term, when referring to decision-making processes, is between the national administrations of governments.
Provisional - Term expressing the state of providing temporarily. Frequently the term provisional can mean a body or institution which exists during the interim period between when such an institution is initially needed and that time when a fully-functioning , fully-legitimized and continually operating organization can be established.
Parliament - An assembly of representatives who gather to move, debate, adopt or strike down legally-binding legislation on behalf of the overall constituency represented. A parliament is bound to follow rules of parliamentary procedure (parliamentary law), which may vary somewhat from parliament to parliament, but which are generally similar in nature, and which tend to remain very similar during the course of the operation of the parliament. The following of these rules allow the members of the parliament to discuss subjects of controversy with a degree of order which allows group decision-making to take place, generally with less violence and more justice than by a rule of martial law.

Robert's Rules of Order - This is the codification of rules of Parliamentary Procedure, or parliamentary law, which has received near-universal acceptance among parliaments worldwide, with some mostly superficial variations from government to government. Robert's rules were written by Mr. Robert, who in the nineteenth century saw a need for organizations and assemblies of all kinds to adopt some standardized form for the conducting of large meetings. Robert's Rules were based upon rules of order adopted in the United States House of Representatives and Senate, which in turn had emerged from discoveries or inventions of English and US colonial assemblies. Robert's Rules of Order form the basic rules of procedure for the operation of the Provisional World Parliament and the World Constituent Assembly.
Subsidiarity - The concept that any matter, political or social problem should be dealt with at the lowest possible level within any federation. Therefore, if municipal or county authorities can work with some issue, then it does not ascend to the state or national level. The Earth Federation is only drawn into such problems as cannot be resolved at a national level or below.

United Nations Organization - A confederal institution with a worldwide base, which was founded in 1945, ostensibly for the eradication of war and the assurance of a peaceable society worldwide. The United Nations operates under the Charter of the United Nations. According to the Charter, the Security Council is responsible to protect the world from war, by using the instruments named in Chapters Six, Seven and Eight of the Charter. However, the instruments of these three chapters are exactly and no less than the instruments of war itself.

World Governance - A comparatively new term, used in the book Our Global Neighborhood, by the Commission on Global Governance, in 1995, to connote a global decision-making process in which there is no government, or at least no central government, for the development of operating rules and procedures by which people worldwide shall conduct their affairs.
World Government - a term with historically diverse connotations, ranging from that of totalitarian tyranny to unrealistic utopia. In this website, unless otherwise noted, the term world government refers to that system described by the Constitution for the Federation of Earth, 4th edition, enacted by the World Constituent Assembly meeting in Troia, Portugal in 1991, as well as to the body of world legislation as enacted by the Provisional World Parliament, which convened under that Constitution and/or its former editions, as well as to the operation of specific governmental organizations established by that constitution and legislation
