California Whistleblower Protection Act

Report improper activities of state agencies or employees.

The Bureau of State Audits (BSA) is the operator of the Hotline and investigates:

  • Illegal acts like theft, fraud, or conflicts of interest by state employees
  • Misuse or abuse of state property or time by state employees
  • Gross misconduct, incompetence, or inefficiency by state employees

You have three ways to share information with the BSA:

  • Call the Whistleblower Hotline at 1 (800) 952-5665

The BSA cannot accept complaints via e-mail.

The BSA reviews all tips and investigates whenever possible. Although they have no enforcement power, they keep the ball rolling by reporting investigations that substantiate improprieties to:

  • The head of the agency involved
  • The attorney general or other enforcement agencies, legislative committees, and any other authority with jurisdiction
  • The general public, keeping your identity confidential

The California Whistleblower Protection Act goes to bat for you.

  • It requires the BSA to protect your identity (except from law enforcement).
  • It helps guard against intimidation, threats, or coercion by state employees that could interfere with your right to disclose improper government activities.
  • It shields you from reprisal, retaliation, threats, or coercion for reporting such information.

NOTE:

In the California State University, two Executive Orders have been issued to comply with the California Whistleblower Protection Act. Executive Order 929, Reporting Procedures for Protected Disclosure of Improper Governmental Activities and/or Significant Threats to Health or Safety and Executive Order 822, Complaint Procedure for Allegations of Retaliation for Disclosure under the California Whistleblower Protection Act.

Persons wishing to make a protected disclosure on the CSU, Northridge campus, in addition to the contacts specified in Executive Order 929, may contact the Associate Vice President, Office of Human Resources, following the required procedures for a written document as specified in section III of Executive Order 929.

Persons wishing to submit complaints on the CSU, Northridge campus alleging retaliation for having made a protected disclosure, in addition to the contacts specified on Executive Order 929, may contact the campus Senior Manager of Human Resources to submit a written complaint.
