Re: Impact of the New Health Care Reform Law on Sponsored Programs
Dear Principal Investigators & Research Administrators:
To comply with the new Health Care Reform Law, The University Corporation (TUC) will provide health coverage to all full-time employees beginning 2014.
Full-time employees are all employees (including students and graduate assistants), who work an average of 30 hours or more per week. Employees (including students) become eligible based on their cumulative hours working on various projects and departments at TUC.
In preparation for the new law it will be necessary for TUC to implement the following procedures as of July 1, 2013.
- All employees, including student assistants, must be signed-in with TUC and their benefit eligibility determined before they can start working.
- Emergency hires will be either full-time or part-time. Full-time emergency hires will be limited to 90 days with no possibility of extension or conversion to part-time emergency hires. Part-time emergency hires will be limited to a maximum of 29 hours per week.
- Student Assistants, who work up to 20 hours per week during a semester, may work up to 40 hours per week for a maximum period of 3 months during the winter and/or summer break.
- All associated benefit costs will be automatically allocated to the grant(s) under which the employee is currently working.
Principal Investigators are advised to monitor and project the average work hours of all their grant employees. When budgeting for a new project, please ensure that, if applicable, you include the additional benefit cost in your budget.
The new Health Care Law includes severe penalties for noncompliance. Rules of the new law are quite complex and extensive and final regulations are still being developed.
