Biography

Professor Lowe teaches CJS 334 Law Enforcement Security.

Lieutenant Darrell Lowe is a 25-year veteran of the Santa Monica Police Department. Lieutenant Lowe currently serves as the Executive Officer of the Criminal Investigations Division.

Throughout his career he has worked a variety of assignments, including Patrol, School Resource Officer, and bike patrol on the 3rd Street Promenade, Internal affairs and Criminal Investigations.

As a Lieutenant he has been the Division Commander for a variety of units to include: Patrol watches, K-9 unit, Mounted Unit, Harbor Unit, the Jail, Property Room, Records, Budget & Procurement, Animal Control, Resource Development (Training, Backgrounds), Community Relations and Animal Control, and Criminal Investigations.

Darrell served as an Interim Captain from August 2016 through April of 2017 overseeing the Operations Division. He has also served both as the Executive Officer to the Deputy Chief of Police and as the Operations Executive Officer.

To better provide police services to the community with the reintroduction of the Metro train to Santa Monica; Darrell was the architect of the Department’s patrol beat reconfiguration in 2014 reducing the patrol beats from eight to four.

Darrell holds a Bachelor's degree in Sociology from California State University Northridge and, A Master’s degree in Emergency Services Administration from California State University Long Beach. He is an Alumnus of The Center for Creative Leadership’s Leadership Development Program, the University of Southern California’s; Delinquency Control Institute and the Safer Communities Institute program. He attended the 249th session of the Federal Bureau of Investigations National Academy. He possesses numerous California Peace Officer’s Standards and Training certifications and is A POST Master Instructor and a Drug Recognition Expert.

He designed and developed a training course for Sergeants and Lieutenants assigned to investigative units that is the model for the state of California. He is the Department’s Lead facilitator for Procedural Justice, Constitutional Policing, and Fair and Impartial Policing training.

Darrell is a contributing author to a Department of Justice’s Office of Community Oriented Policing Services (COPS) guidebook entitled, How to Increase Cultural Understanding. Darrell serves and has served on various community boards and committees such as the Santa Monica Human Relations Council, PTA, Boys & Girls Club, Kiwanis, the Westside Inter-Faith Council, and a Community Gang & Crime Prevention Task force in his home community.
