Augustin, Frankie, DPPD, MSHA

Dr. Frankline Augustin is Assistant Professor in the Health Administration Program at California State University, Northridge (CSUN). Before her faculty appointment, Frankie served as Director for CSUN’s Science and Math Student Services Center/Educational Opportunity Program (EOP) Satellite Services for science, math, pre-med, pre-health students for a period of 9 years. Prior to her directorship, Frankie served as a pre-health academic advisor for the same population for 8 years. As to her educational background, Frankie received her Bachelor’s degree in Cellular and Molecular Biology and her Master of Science degree in Health Administration--both at Cal State Northridge. Frankie earned her doctorate in the Doctor of Planning, Policy and Development (DPPD) program at the University of Southern California (USC). Frankie’s dissertation, titled “Policy Recommendation: Pipeline to the Health Professions, Employing Health Profession Pipeline Programs to Produce and Prepare Future Healthcare Professionals, Diversify the Healthcare Workforce, and Improve the Health of our Nation,” is a study on the success of pre-health pipeline programs that target underrepresented, low income students. In addition to her CSU teaching experience, Frankie was adjunct faculty at USC for 2 years where she taught “Introduction to Health Policy and Management.” Her research areas include cultural competence, health disparities/inequities and leadership/professional development.

Burke, Sloane, PhD, CHES

Dr. Sloane Burke holds a Ph.D. in Health Studies from Texas Woman’s University, is a Certified Health Education Specialist, and is a Public Health Fellow from the University of North Carolina, Chapel Hill. She is also an active member of the American Public Health Association (APHA) serving on Governing Council and with the Society for Public Health Education (SOPHE). Dr. Burke has over 14 years of teaching experience in higher education and 10 years experience in the health-based nonprofit field. She has worked with agencies such as the Susan G. Komen for the Cure, American Cancer Society, and the American Red Cross. Dr. Burke has published professional journal articles on women’s health, health disparities, and instructional technology, and was a contributing author for a published book and booklet series on breast cancer. Dr. Burke’s research interests include Latina health, college health, and breast cancer. An award winning professor and CSUN alumni, Dr. Burke teaches both undergraduate and graduate MPH courses in health communications, curriculum design, and program planning for public health. Her teaching experience also includes research methods, health disparities, global health, and study abroad. |
Chu, Lawrence, PhD, MPH, MS

Dr. Lawrence Chu is a director and associate professor in the Public Health Education program at California State University Northridge (CSUN). He earned his PhD and MPH in Epidemiology, and his MS in Biostatistics all from UCLA, and a BS in Computer Science from the University of North Carolina. Prior to joining CSUN faculty, he worked as a research epidemiologist for the Centers for Disease Control and Prevention and the Southern California Injury Prevention Research Center conducting studies on injury epidemiology. He has a variety of research interests which include morbidity and mortality in the elderly population, workplace violence, efficacy of motor vehicle crash legislation, sexual assault, gang violence, homicide, and applied statistical methodology.

Chung, Stephan, PhD

Stephan Chung, Ph.D, Dr. Chung with background of Health Policy/Planning and Health Informatics does research in issues related to end of life care and health informatics. He has focused on racial disparity in hospice care and care giver issues. Lately he is trying to complete a study looking at state policies on hospice facilities. He has also been involved in health planning consultation with hospices, hospitals and state agencies in Illinois. He is currently trying to establish Graduate Certificate in Health Informatics program collaboratively with Professor Brian Malec. Dr. Chung has taught undergraduate and graduate courses in Health IT, Health Policy, Health Planning, Strategic Planning and Marketing, Managed care, Aging Policies and Programs, and Health Statistics among others. He has published extensively in peer reviewed journals and given many presentations at professional health service research conferences. He has also served as a guest editor for two health informatics special issues of the Journal of Medical Systems. Before coming to CSUN, he once served as a chair and program director of a CAHME accredited program in Illinois. He is an avid swimmer and runner whenever he finds spare time. |
Ebin, Vicki, PhD, MSPH

Vicki J. Ebin, PHD, MSPH is Professor and Graduate Coordinator of the Master of Public Health Program in Community Health Education at California State University, Northridge (CSUN). All three of Dr. Ebin’s academic degrees were in the field of Public Health awarded from the University of California, Los Angeles. Her expertise is in the area of research, program planning, adolescent and college health issues, as well as mental health concerns within the public health realm. Community collaboration and innovative health outreach projects with student participation are of special interest. Dr. Ebin has served on national professional organizational committees.

Dr. Merav Efrat is an Assistant Professor in the Health Sciences Department at Cal State University, Northridge (CSUN). She obtained her Doctorate in Education from the University of Southern California, Masters in Public Health from Cal State Northridge and Bachelors in Psychology from the University of California, Santa Cruz. She is also a board certified lactation consultant. Dr. Efrat has over ten years of professional work experience in the field of community health education with a focus on maternal child health, including at Kaiser Permanente, and Providence Holy Cross Medical Center. Her research interest is in the area of childhood obesity where she focuses on investigating the efficacy of interventions designed to promote breastfeeding initiation and duration rates as well as interventions aimed at increasing children's physical activity. Dr. Efrat currently serves as a Co-Project Director of three recently funded federal grants. The first project, which is sponsored by the U.S. Department of Agriculture, promotes lactation education among undergraduate nutrition science students at CSUN. The second project, which is funded by the U.S. Department of Housing & Urban Development, is designed to address the childhood obesity problem in Van Nuys. The third grant, which is funded by the Centers for Medicare and Medicaid Services, is a research project focused on evaluating the efficacy of a telephone-based breastfeeding education and support intervention on Latina Medicaid recipient's breastfeeding rates. In addition, she serves as the Co-Principal Investigator on a Robert Wood Johnson Foundation funded research project exploring the efficacy of the use of refundable tax credits to promote enrollment in after-school physical activity among low-income children.

Sal Esparza, DHA, MSHA, BSN-RN, FACHE, has been in health care for over 30 years and has held several senior leadership positions with a variety of health care organizations. He has consulted for major tertiary health care organizations throughout the country with particular emphasis on operations, organizational and leadership development. Professor Esparza is also a licensed Registered Nurse and certified Public Health Nurse from the State of California, and is a board certified Health Care Executive and Fellow of the American College of Healthcare Executives. In 1999, Dr. Esparza was awarded the Outstanding Alumni Award from the College of Health and Human Development and has been awarded the Polished Apple Award from the University Student Ambassadors at CSUN in 2007 and 2009 for making a difference in student’s lives. |
Little, Jennifer, MS, BSRT

Jennifer Little, MS, BSRT, ARRT(R), CRT, received her Bachelors of Science in Radiologic Technology from California State University, Northridge in 2003. Immediately after receiving her ARRT(R) and CRT, she began working for UCLA Medical Center as a radiologic technologist and at Santa Monica UCLA Medical Center and Orthopedic Hospital as a magnetic resonance imaging (MRI) technologist. Jennifer has recently joined the CSUN radiologic technology faculty as the clinical coordinator for Henry Mayo Newhall Memorial Hospital and all of CSUN’s minor affiliates. She has taught classes in venipuncture, pathology for imagers, professional developement of the radiographer, and the students’ independent study research projects. Jennifer finished her Graduate Degree in Radiation Sciences from Loma Linda University in 2011, and is hoping to be selected as a student for the Doctorate of Education (Ed.D) program at CSUN next year. Jennifer is currently an active member of California Society of Radiologic Technology (CSRT), American Society of Radiologic Technology (ASRT), Association of Educators in Imaging and Radiologic Sciences (AEIRS), Association of Collegiate Educators in Radiologic Technology (ACERT), and International Society of Magnetic Resonance in Medicine - Section for Magnetic Resonance Technologists (ISMRM-SMRT). |
Madjzoob, Gretta, PhD

Gretta Madjzoob, MPH, M.Ed., Ph.D. Lecturer, Department of Health Sciences Public Health Education/MPH program. Dr. Madjzooba holds a M.Ed. and a Ph.D. in Higher education from UCLA School of Education where she also served as a research fellow with the Higher Education Research Institute. Her primary areas of research and interest include student development, gender studies, multicultural education, & acculturation patterns among students within the higher education system. As CSUN alumni and with a long term affiliation with the campus, Gretta is involved in a variety of campus, community, interdisciplinary projects and a number of student organizations. Gretta teaches both undergraduate and graduate courses in Public Health Education, Curriculum Design, Women & Health, and Current Public Health Issues. Her teaching experience started at CSUN during her MPH program in 1989. Her teaching career also includes 12 years with the Los Angeles Community college district, working within the PACE and Outreach programs at L.A Mission, Valley and Trade technical college. She is a member of the American Public Health Association (APHA) and the Society for Public Health Education (SOPHE). Dr. Madjzoob has over 25 years of teaching experience in higher education and 10 years of experience as a community health educator in within both the public and corporate settings. |
Malec, Brian, PhD

Brian Malec, Ph.D. Certificate Academic Advisor.For the past thirty years, Dr. Malec has taught undergraduate and graduate courses in healthcare information systems.He has a long history of research, publications and presentations in the area of health information technology (HIT). He has contributed chapters to a textbook and has given many presentations at both national and international professional information technology conferences. Since 1985, Dr. Malec has been active in the Information Management Faculty Network of the Association of University Programs in Health Administration (AUPHA).He has served as chair and co-chair of the AUPHA Academic Forum, which has been held since 2005 in conjunction with the HIMSS conference. Most recently, Dr. Malec is a member of the AUPHA HIT Curriculum Taskforce that is charged with developing HIT teaching modules for graduate programs in health administration.Dr. Malec was chosen to write one of the thirteen modules on HIT.Dr. Malec has demonstrated leadership in the HIT curriculum space for over twenty-five years and continues to conduct research and give professional presentations in the area of health information management. |
Bethany Rainisch, PhD

Bethany Wexler Rainisch, Ph.D., M.P.H. is an Assistant Professor in Health Promotion at California State University, Northridge (CSUN). Dr. Rainisch has a background in molecular biology, and a Master’s in Public Health from Emory University in behavioral science and health education. She recently completed her Ph.D. from UCLA in public health. Bethany’s research focus is on adolescent stress and development and biodemography, the study of population health through biological markers. She has strong skills in quantitative methodology and theories of behavior change. Dr. Rainisch values community education, and active learning among her students. |
Rubino, Louis, PhD, FACHE

Louis Rubino, Ph.D., FACHE, is Professor and Director of the Health Administration program at California State University, Northridge (CSUN). In the community, he serves as a governing board member at St. Francis Medical Center and is Chair of their Quality and Patient Safety Subcommittee. Prior to going into academia, Dr. Rubino had a twenty year management career as a hospital administrator and health system executive. His last position was as Vice President of Paracelsus Healthcare, a public hospital management company based in Houston, Texas. Dr. Rubino was in charge of the operations of their California facilities (eleven acute care, four skilled nursing), and worked on the divestiture of most of these hospitals. Concurrently, he taught part time at the following colleges: UCLA, USC, Cal State University, Northridge and Cal State University, Los Angeles. Dr. Rubino received a Bachelor of Science degree in biological sciences from the University of Southern California in 1976, a Master of Science in Healthcare Management at California State University, Los Angeles, in 1979, a Master of Public Administration in 1985 and a Ph.D. in 1990 from the University of Southern California. His expertise is the study of integrated systems with special emphasis on the operation of acute hospitals, international comparative studies in hospital administration and leadership. He is a recertified Fellow in the American College of Healthcare Executives. |

Professor Anita Slechta, MS, BSRT, ARRT(R) (M), FASRT, REHS is Chairman of the Department of Health Sciences and the Director of the BS degree program in Radiologic Sciences. Her area of expertise is in Radiation dose and medical imaging. Her research interest and publications have centered on radiation protection practices and radiation safety. Prof Slechta has served on the California Department of Public Health’s Radiologic Technology Certification Committee, which approves all medical imaging regulations and many national professional organizations’ curriculum and policy committees. |

Jenny K. Yi, Ph.D., M.P.H. is Associate Professor of Public Health Promotion and Masters of Public Health at California State University, Northridge. Over the past 20 years, she has developed an extensive program of research examining issues related to healthcare issues in the Asian American community. Dr. Yi’s research focuses on community-based participatory intervention research, early detection, cancers and health literacy in medically underserved Asian American populations. Dr. Yi has served on multiple local, state and national committees involved with issues of health disparities.

Dr. Kathleen Young Dr. Young is an Associate Professor in the Public Health Promotion and Masters of Public Health Program in the Department of Health Sciences at California State University, Northridge. Dr. Young serves as a Health Policy specialist in the Department of Health Sciences. Dr. Young is the coordinator of the COUGH-Northridge (Campuses Organized & United for Good Health), a campus-wide tobacco control policy assessment organization (2008-present). Dr. Young also serves as a Service Learning specialist in the Health Education Program where she has developed and coordinated university-community partnership service learning programs with over 30+ public health organizations and agencies throughout the San Fernando Valley within the greater Los Angeles area since her arrival in the fall of 2003. Dr. Young’s research interests include tobacco control policy and women’s health issues specifically in primary prevention strategies in cancer and women’s health issues. Dr. Young has served on the Board of Directors (2008-2001) and is the Co-Chair of the Health Policy Advocacy Committee (2011-present) for the American Association for Health Education (AAHE). Dr. Young is the recipient of the American Public Health Association (APHA) Alcohol, Tobacco & Other Drugs Section (ATOD) 2001 “College-based Leadership Award”, the California State University, Northridge, “Distinguished Faculty Visionary Community Service-Learning (2007), American Association of Health Education (AAHE) Delbert Oberteuffer National Scholarship (2000), and the University of New Mexico Teaching Assistant of The Year (2000). Dr. Young has authored several health education book chapters and articles in peer-reviewed professional journals and has presented over 50 peer-reviewed papers at state and national conferences. Dr. Young completed her second master’s degree in health policy and management in May of 2010 with a 4.0 GPA.

Jerome Seliger, Ph.D., Professor of Health Administration and Public Health. Dr Seliger has been a member of the CSUN Health Sciences faculty since 1977. His particular interests are community health, managed health care, grant support for community health organizations and chronic disease self-management. Prior to joining Cynosure, she served as the Senior VP/Chief Quality Officer & and the Corporate Responsibility Officer for St. Francis Medical Center in Lynwood, California. Dr. Chan has more than 20 years of health care experience, with expertise in performance improvement, licensing and accreditation, corporate compliance and operations management. She obtained her Doctor of Pharmacy degree from the University of California, San Francisco, School of Pharmacy and completed a post-graduate pharmacy residency at the University of California Irvine Medical Center. Dr. Chan earned her Master of Business Administration from the University of California, Los Angeles, Anderson School of Management. Jan Marquard, MPH; has taught in the Health Education program at California State University, Northridge since 1980. In the community, she is the Director of Policy and Advocacy for Northeast Valley Health Corporation (NEVHC) for their School-Health Services Division and is the clinic administrator of the Sun Valley Community Health Center. She is on the board of directors of the California School Health Centers Association and has previously served as an officer for this organization as well as the California Family Health Council and the National Assembly on School-Based Health Care. Prior to joining NEVHC, she worked as the Director of Health Promotion for the CSUN Student Health Center. She also worked for several years with the Los Angeles County Health Department and Planned Parenthood. Jan Marquard received her Bachelor of Science degree from CSUN as well as her Master’s in Public Health with an emphasis in Community Health Education. She has been a strong advocate for school-based health care since 1989 and has particular interest in women’s health issues and working with underclassmen. |

She served on an Institutional Review Board for Friends Research Institute for 14 years in which capacity she reviewed and helped to oversee over 100 medical studies. She has tutored math for high school and college students for many years and was the president of a tutoring service. She was the medical consultant and contributor to drkoop.com during the 1990s. When he is not at CSUN, Dr. Spinello is also a partner in RPM Consulting, LLC, a consulting firm which provides research, training, system development, and decision support services to a variety of large and small public and private organizations. Prior to joining RPM Consulting, he was a corporate financial analyst for 8 years. |
