Halsted Agreement Governing Off-Campus Events

Section 300 of the California State University, Northridge, Administrative Manual, Student Affairs, sets fourth policies, procedures, and information relating to students. Paragraph 310.17 et. Seq. of the manual provides the chartering of student organizations. Paragraph 310.17.3 outlines the privileges of a chartered student organization which manifest their association with the University.

Axiomatically, the extension of privileges by the University requires that chartered student organizations conduct their organizations and activities as responsible bodies in their relationships with their constituencies, other students, the community and the University. It is to be mutual benefit of the chartered student organizations and the University that on and off campus activities be conducted with respect for their parties. Certainly the University must be concerned for the health, safety and welfare of its constituencies and the whole community.

With regard to such manners as non discrimination and hazing, the University has specific responsibilities under the laws of the state of California. In addition to its statutory obligations, the University, in order to provide credibility to those privileges extended it, establishes these guidelines for activities conducted off campus by fraternities and sororities chartered under these privileges.

  1. No dance party or other social event sponsored by a fraternity or sorority where the event is scheduled for a non commercial facility or other location not properly zoned for such activity, will be held unless appropriate security arrangements have been made and advanced notices given to the Office of Student Development and Matador Involvement Center.

  2. Arrangements for security must be made in writing a minimum of 72 hours in advance of the event. Each fraternity or sorority must designate a member to be in charge for each such event.

  3. Such arrangements shall include the following:
    • Individuals attending the event must show proof of CSUN student status or be a sponsored guest of a member of the host organization. CSUN students sponsoring guests must assume responsibility for their actions. Each fraternity or sorority must design appropriate procedures to confirm this regulation with the approval from The Office of Student Development and Matador Involvement Center.

    • In the event of any intrusion by one or more persons not a guest, if after reasonable efforts to dissuade prove unsuccessful Campus Police must be notified.

    • Under certain conditions, it may necessary for one or more uniformed security officers to be present and on duty until the termination of the event. Determination of the need for such security personal shall by The Office of Student Development and Matador Involvement Center in consultation with the Department of Public Safety. The fraternity or sorority shall assume the fiscal responsibility for any security determined necessary.
  4. The fraternity or sorority shall have full and complete responsibility for the parties attending the event. Conduct considered to be inappropriate shall include, but not limited to, public intoxication, unnecessary littering, failure to clean the premises and surrounding area after the event, unusual and loud noise, and deliberate harassment of neighbors. Additionally, individual students are responsible for their own conduct and that of their guests and will be held responsible within the Greek Judicial System, The Student Conduct Code and The California State Law for any violations thereof.

  5. For any reported infractions of these guidelines, The Office of Student Development and Matador Involvement Center shall immediately insure a thorough inquiry, including written report and testimony. The fraternity or sorority shall be given the opportunity to respond to any charges. Upon completion of the inquiry the Activities Coordinator and Greek Advisor shall file a report and recommendations with the Dean of Students.

  6. The Dean of Students, upon receipt of the report and recommendation following appropriate review and consultation, is empowered to accept the report as submitted or referred the incident back to the appropriate Greek Judicial Board for further review. Additionally, individual students may be reported to Office of Judicial Affairs for appropriate action. Continuation of activities by the fraternity or sorority divested of privileged by action of the Dean of Students shall subject individual students involved to appropriate disciplinary action.

The following principles, developed for California State University, Northridge's fraternities and sororities in an inter-agency meeting on January 9, 1985 were first given limited distribution on January 10, 1985 and again on October 15, 1985. This agreement was revised on July 11, 1991. Questions regarding these principles, which have been endorsed by the University's Greek Life Advisor, as well as California State University Northridge's Interfraternity and Panhellenic Councils, should be directed to The Office of Student Development and International Programs at 818 677 2393.

During Recruitment

  1. Trash patrols will thoroughly police the neighborhood early in the morning after every Greek event.

  2. No person will be permitted to either enter or leave a Greek party carrying cups, bottles, or cans. Appropriate trash receptacles will provided for the discarding of such items.
  3. Entry to all parties will be restricted and current CSUN Student ID's will be required.

  4. All parties will be held in backyards, and loud speakers will be directed away from neighboring properties.

  5. No parking will be permitted on Halsted, except for short section on the south side of Halsted beside the Northridge Campus Residence (NCR) apartments. Parking in the NCR parking lot will be prohibited.

  6. Through traffic on Halsted, except by residents will be discouraged. Sign in front of the Phi Delta Theta House, as well as foot patrolmen will direct guests away from Halsted Street.

  7. During weekday events (Monday through Thursday), music will be turned down at 10:00p.m. and events will close at no later than 11:00p.m. At weekend events (Friday-Saturday), music will be turned down at 11:00p.m. and events will close no later than midnight. The term "close" means that no new guests will be admitted and noise levels will be restricted as to assure that not a single complaint is received.

At Times Other Than Formal Recruitment Periods

  1. No mid-week parties (Sunday-Thursday) will be permitted. Hours for weekend parties (Friday-Saturday) will be as stated in (7) above, (music down 11:00p.m. - close by midnight).

  2. Clean-up patrols, as specified for recruitment parties, will be in operation after Greek functions. As stated in (1) above, trash receptacles will be provided and their use enforced at all functions.

  3. Each Greek organization has accepted the responsibility for establishing the specific guidelines regarding the punishment of individuals who violate any of the policies and procedures outlined in this document.

  4. Generally, CSUN, student ID's will be required for parties, in as much as all houses have agreed to the concept of no "open parties" to which the general public would be invited. There will continue to be some none troublesome exceptions to the CSUN student ID requirement- such as, when a house gives a party for a local orphanage or a party for parents.
