As broadband media becomes pervasive, deaf and hard-of-hearing consumers are losing hard-won ground gained in the 1990's. At that time, legislative and regulatory requirements forced broadcast and cable networks to make their programming accessible via closed captions. However, there are currently no mandates that apply to the accessibility of images and media on the Internet. Consequently, a majority of media on educational, government, broadcasting, and corporate sites are inaccessible to people with sensory disabilities. This is particularly frustrating since a portion of the media is previously captioned broadcast content.
CaptionKeeper is an NCAM-developed utility that automatically transforms line-21 captions created for television or home video to digital captions that can accompany broadband media in any format. CSUN attendees will learn the basics of how CaptionKeeper works, the formats that can be output for the Web and the costs associated with the required hardware and software. The session will also include a demonstration of the live streaming capabilities of CaptionKeeper.
