POLICY:
Use of campus facilities by outside organizations is guided by
the policies contained in this document.
PURPOSE:
To create a fair and consistent process for use of campus
facilities. Furthermore, the goals are to protect the campus physical assets and
control the risks associated with this incremental use of campus
facilities.
DEFINITIONS:
A. University Sponsorship:
An event which is proposed, developed, conducted and managed
completely by one or more departments, colleges, divisions or organizations,
other than an auxiliary, which are consideredpart of California State University
Northridge.
B. University Co-Sponsorship:
An event, which is proposed, developed and conducted by CSUN
departments, colleges, divisions or other organizations in conjunction with an
organization or agency outside the University. There may be multiple internal
and external organizations involved in the event, however, there should be a
lead internal department identified for the purposes of coordinating with
University Licensing.
C. Non-Sponsored Events:
Events which do not have active participation of University
faculty, staff or administrators would be considered non-sponsored events and be
required to coordinate all activities through University Licensing.
D. University Licensing:
The University Licensing is the office that handles
administration of University events that involve outside organizations and is
located in The University Corporation offices in Sierra Center.
PROCEDURES:
A. Use of Campus Facilities by Outside Organizations:
Outside organizations using campus facilities must pay
appropriate fees, obtain permission and enter into a contract through the
University Licensing Department, which is housed in The University Corporation
http://www.csun.edu/~vfoao0lc/license.htm. All such events will be scheduled
only when the time, place and manner are deemed to have a minimal impact on the
University's programs. Events that occur in facilities belonging to the
University Student Union are not included under this policy.
B. Determination of Sponsorship, Facility Use
Fees/Waivers:
1. University Sponsorship: University sponsored events can
be handled without a contract from University Licensing.
The departments manage costs associated with these events. A Cabinet Member or
Dean would give sponsorship approval in writing to
University used for this purpose.
2. University Co-Sponsorship: When the University
co-sponsors an event with an outside organization, the
outside organization must have a contract through the University Licensing
Office. The contract will address issues including risk
management and cost sharing between the sponsoring University department
and the outside organization. A Cabinet Member or Dean
must approve co-sponsorship in writing to University
Licensing. The Event Approval Form should be used for this purpose.
3. Non-Sponsored Events: Outside organizations using campus
facilities, not sponsored by the University, will pay
for all direct costs associated with the event including: Physical Plant
Management, Public Safety, Parking Services, Event
Liaisons or any other direct costs. The direct costs cannot be waived.
In addition to the direct costs, outside organizations will be charged a
Facilities Use Fee that helps to offset the costs of insuring, maintaining and
refurbishing the facilities. Normally, the Facilities Use Fee will not be
waived, however, it can be waived with a rationale and written approval of a
Cabinet Member or Dean by sending written approval of the fee waiver. The Event
Approval Form should be used for this purpose.
Requests for fee waivers involving potential donations to the university must
have the approval of the Vice President for Advancement.
C. Sharing of Facilities USe Fees with College or
Department:
Where appropriate to compensate for the coordination and
inconvenience of licensing of the facilities to outside organizations,
twenty-five percent (25%) of the Facility Use Fee will be shared with the
college or department, at a Cabinet Member's or Dean's discretion.
D. Reporting to the University:
University Licensing will provide quarterly activity reports to
the University including, facility use statistics, revenue information and fee
waiver information.
RESPONSIBILITIES:
The President's designee for development and distribution of
this policy is the Executive Director of The University Corporation.
